Something is wrong with Raptor pilot Lieutenant Sharon “Boomer” Valerii. She inexplicably wakes up, soaking wet, inside the Galactica Tool Room with a G-4 detonator in her bag. Totally panicked, she goes to the Small Arms Locker and finds a total of six G-4 bomb detonators missing. What Boomer doesn’t know is that those six G-4 bombs are activated somewhere on Galactica. No one does. But when they go off, Galactica will be in big trouble…

The rest of the fleet goes about its business, unaware. Captain Lee “Apollo” Adama continues to struggle with his role in destroying the Olympic Carrier in the previous episode. He goes to his father, Commander William Adama and tells him about his pangs of guilt. But Commander Adama, a military man through-and-through, sees guilt as a luxury he can’t afford. Luckily for Apollo, he finds a kindred spirit in President Laura Roslin, as she too wonders if they did the right thing. Furthermore, President Roslin is having difficulties settling into her new role and dealing with Commander Adama.

Meanwhile, Boomer confides in Chief Galen Tyrol about the missing detonators. Tyrol thinks someone is trying to frame Boomer – of course he would, they’re involved in a relationship – especially as rumors fly of Cylon agents hiding within the fleet. But what Tyrol doesn’t know, is that Boomer is a Cylon “sleeper” agent. That’s when the G-4 bombs go off…

The explosion occurs on the starboard side of the ship, where all Galactica’s water tanks reside. Millions of gallons of fresh water – a lifeline for not only Galactica but many of the smaller ships in the fleet – seep into the vacuum of space. They must suddenly confront the staggering reality of finding food, fuel, ammunition, water, medical supplies and everything else for a population of 50,000 people in the hostile environment of deep space.

The ship immediately goes into water-rationing mode, as they must now not only find out what when wrong but how to find more water. Boomer and her co-pilot Crashdown search the nearby moons and after no initial luck, it seems Boomer finds water on Kimiko. But despite her dradis flashing “H2O Positive,” she tells Crashdown there’s no water there. For reasons even Boomer can’t explain, they fly on to the next moon…

Back on Galactica, President Roslin struggles with the balance of freedom versus security in real terms. She orders restricted movement of civilians throughout the fleet, instituting a system of control that is entirely dependant on Commander Adama’s military muscle. That, in turn, forces Commander Adama into the uncomfortable realization that he is fast becoming not only the military defender of the fleet, but also President Roslin’s chief of police – a prospect that is ironic given his initial and continuing conflict with her. But they both agree that Dr. Gaius Baltar’s Cylon detector must be instituted as soon as possible, though they don’t know about Baltar’s ongoing relationship with Number Six, a Cylon who only resides in Baltar’s mind.

As Boomer and Crashdown continue their water search, Boomer decides they should sweep Kimiko again, to Crashdown’s puzzlement. However, he doesn’t see the G-4 hidden at Boomer’s seat. Just as the bomb is set to go off, Boomer switches off the detonator and shows Crashdown the “H2O Positive” on her dradis. They’ve found water! They’ve saved Galactica!

While Raptor pilot Boomer basks in the glory of being the hero back on Galactica, the “other Boomer” on Caprica continues to keep Helo one step ahead of Cylon pursuers. Helo must also face up to the fact that he has feelings for Boomer – not realizing that she too is a Cylon.

President Roslin comes up with a solution to dealing with Commander Adama by naming Adama a Presidential Advisor. Not only will his cool head become a boon to bridging President Roslin and his father’s differences, but it will allow him to breach the tenuous relationship with his father and find a kindred spirit in President Roslin.

Finding water deflects attention away from the missing detonators, and from Boomer, but the fleet – President Roslin and Commander Adama in particular – must acknowledge that the Cylons are not only an external threat but an internal one as well.

Meanwhile, the last bit of evidence – a red-stained towel – that could link Boomer to the missing detonators, is handed to Chief Tyrol. He knows there’s a connection between Boomer’s towel and the explosion, but he slips it into a laundry bag… protecting her, for now.
